In this line the question states that not more tha 5 delegates were sent from 1 B-school, and there is nowhere mentioned that every B-school has to compulsorily send atleast 1 delegate to any conference. So, from the above given language, we can conclude that the possible values of students in a conference from a single B-school can be 0,1,2,3,4,5.     Yes, that's true, sometimes we do have assumptions in such a scenario but for more clarity, the question should have mentioned that there should be atleast 1 delegate in each of the conference for each of the clgs.
