the colored balls are identical, as in 4 indigo balls are all similar, why will we rearrange them? we will only arrange the groups of 3 colors in 3! ways right?

I dont understand the solution the colored balls are identical, as in 4 indigo balls are all similar, why will we rearrange them? we will only arrange the groups of 3 colors in 3! ways right?
